Herbert Hoover and Wheat Surplus


"The Worst Hard Time" page 87: "Why not have the government buy the surplus wheat to feed the hungry? Farmers demanded as much. President Hoover rejected the idea out of hand."

Herbert Hoover created the Federal Farm Board on July 15, 1929. Price floors were set for wheat and cotton.... the government did buy surplus wheat.

However...Hoover was opposed to giving it as charity to the poor.

...saying that Hoover rejected the proposal out of hand seems to imply that Hoover said no without even stopping to think about it. He did think about it...he just thought about it in a way that led to rejecting the proposal....Hoover feared that even small steps towards a nationalized economy would destroy the American system.
